Lone Star NGL Transportation and Services

Our NGL Transportation and Services segment consists primarily of Lone Star NGL LLC ("Lone Star"), a joint venture owned 70% by Energy Transfer Partners, L.P. and 30% by Regency Energy Partners LP. The joint venture was formed to acquire the natural gas liquids (NGLs) storage, fractionation and transportation business of Louis Dreyfus Highbridge Energy LLC. The acquisition was completed in May 2011.

Lone Star's operations include the following:

  • NGL Storage: The NGL Storage business is comprised of storage facilities at Mont Belvieu, Texas, and Hattiesburg, Mississippi, both providing 100% fee-based cash flows. The Mont Belvieu storage facility is an integrated liquids storage facility with over 43 million barrels of salt dome capacity and 23 million barrels of brine pond capacity that serve the Houston Ship Channel. The Hattiesburg storage facility is the only underground bulk storage facility east of the Mississippi River and has three underground salt caverns with a storage capacity of 3.9 million barrels. The Hattiesburg facility, which is connected to the Dixie pipeline to serve customers in the southeast United States, also provides seasonal propane, butane storage, and terminal services to refiners and propane distributors.
  • NGL Pipeline Transportation: The NGL Pipeline Transportation business consists of the West Texas Pipeline, a long-haul intrastate pipeline that is 1,066 miles in length and transports mixed NGLs from the Permian Basin and Barnett Shale production centers to the Mont Belvieu hub. The West Texas pipeline has a total capacity of 144,000 barrels per day and connections with 20 injection points. The assets also include a storage facility in Midland, Texas with capacity for 200,000 barrels of NGLs.

    Lone Star recently announced a 500-mile expansion of the West Texas pipeline from Winkler County in West Texas to ETP's processing plant in Jackson County, Texas. The new pipeline will ultimately have a nominal capacity of approximately 240,000 barrels per day. The pipeline is expected to be in-service by first quarter 2013. To deliver these volumes on to Mont Belvieu, Lone Star has secured capacity through ETP’s announced NGL pipeline from Jackson County to Mount Belvieu, expected to be completed by third quarter 2012. The new ETP NGL pipeline and the existing Lone Star West Texas Pipeline, including the new pipeline expansion, are open access, common carrier systems.   • Fractionation and Processing: Lone Star owns and operates two cryogenic refinery off-gas processing facilities that are co-located with third-party crude refinery complexes that connect to a 25,000 barrel per day O-grade fractionator located near Baton Rouge, Louisiana. This sector of Lone Star also includes a 20% interest in the Sea Robin processing plant, a cryogenic, wet-gas processing plant located in southern Louisiana with a throughput capacity for 850 million cubic feet per day of residue gas and 26,000 barrels per day of NGLs. Financial reporting and information on Sea Robin is included in our midstream segment.

    In addition, Lone Star has announced plans to construct a 100,000 barrel per day NGL fractionation facility at Mont Belvieu, Texas. ETP will utilize a substantial amount of this fractionation capacity to handle NGL barrels it will deliver from its Jackson County, Texas processing plant. The project will also include interconnectivity infrastructure to provide NGL suppliers and NGL markets with significant access to storage, other fractionators, pipelines and multiple markets along the Texas and Louisiana Gulf Coast. Lone Star expects to have the Mont Belvieu fractionation facilities in service by the first quarter of 2013.
